IJM Studies and Work with Government

IJM UK works to mobilise communities, corporations and government to help stop the cycle of violence and modern slavery.

IJM UK works alongside decision makers and people of influence to drive systemic change towards a future where the right to a life free from exploitation and abuse is fully realised for all.

IJM strives to enable institutions to take the urgent action needed to increase protection for people living in poverty. We share our model of rescuing and restoring victims, bringing criminals to justice and strengthening justice systems with stakeholders who can enact change.

Scale of Harm: Full Report (September 2023)

International Justice Mission (IJM), together with the University of Nottingham Rights Lab, a world-leading human trafficking research institution, launched the Scale of Harm project in 2021 to develop and implement a mixed-methodology providing prevalence estimates of trafficking of children to produce CSEM, including via livestreaming, in the Philippines.

The livestreaming of child sexual abuse is devastating the lives of children, and according to INTERPOL, the crime is growing globally. Despite the UK’s robust law enforcement efforts, International Justice Mission’s review and analysis of 15 cases reveals that sentences for UK sex offenders who livestream sexual abuse of Filipino children fail to reflect the gravity of their crimes, leaving survivors empty handed in their pursuit of justice.

Summary - Online Sexual Exploitation of Children in the Philippines

Analysis and Recommendations for Governments, Industry, and Civil Society

Online sexual exploitation of children (OSEC) is a complex and hidden crime, one that is particularly hard to measure and address. To set a baseline for existing global data and catalyse future research efforts, in 2018 and 2019, IJM brought together an unprecedented number of leading agencies from across multiple disciplines, as well as research experts, to work together to uncover meaningful data on the nature and prevalence of OSEC.

Making Justice Unstoppable through Research and Studies

IJM’s mission is to protect people in poverty from violence by rescuing victims, bringing criminals to justice, restoring survivors to safety and strength, and helping local law enforcement build a safe future that lasts.

To protect people in poverty from violence we believe the children, families and communities we serve deserve the very best. We owe it to them – and to those who make our work possible – to ensure that our work is effective. That’s why we base the design and management of our programs to end slavery, human trafficking and other forms of violent exploitation on evidence we collect through rigorous documentation, monitoring and evaluation.

Here’s how it works:

1) Start with Measurement

When we begin a new programme to combat a specific form of violence in a community, we measure the prevalence of the crime we are targeting, and we assess how the justice system responds to it.

2) Track Changes

Throughout our work in a community, we measure and analyze changes in how police, judges and other actors and institutions in the public justice system respond to the crime we are targeting. We also continue to assess how prevalent the crime is, watching for changes.

3) Ensure People are Safer

We use this critical information to ensure that the justice system’s response to the crime is truly improving, and that these improvements are actually making vulnerable people safer from the targeted form of violence – our ultimate goal.

4) Share What We've Learned

We grow the impact by sharing what we’ve learned with key stakeholders in the communities where we work, and with audiences around the world.
